Outlook 2003 will not save favorite folders, I've tried all I can think of

Okay here's the problem. Windows XP machine with Outlook 2003.
Favorite folders section will not retain folders that I place there.
I've tried creating a new profile. I've tried resetting the nav panel
with the switch (outlook /resetnavpanel). I've tried deleting the XML
files at C:\Documents and Settings\username\Application
Data\Microsoft\Outlook. It always does the same thing. Loses them
after restarting outlook. What other options do I have?
 
they are not saved until outlook closes cleanly - so see if it's still in
task manager after closing. If so, you need to figure out what is keeping it
open.
 
If you are using ActiveSync (any version including 4.1) then it is
common for it to destroy your favourite folders and there is no fix.
 
I've reinstalled outlook, so I know its not a matter of it closing
cleanly. I've rebooted inbetween and still no go. There is active
sync on the system, so I'll try to remove that and see if the favorite
folders still dont get saved.
 
It's not activesync causing it - Outlook does it because it doesn't save the
favorites file until you close outlook. ActiveSync is one of many apps that
will keep it open - but disconnecting the PPC before closing outlook will
generally allow it to close ok and save the favs.
