Outlook 2003 will not open in safe mode on Win XP Pro

Outlook 2003 stopped functioning - not sure why. When I go to start Outlook,
it asks if I want to start it in 'Safe Mode.' If I click yes or no, it does
not open. It is listed as a process in task manager, but no GUI opens. I
tried going to Mail in the control panel to reconfigure the mail accounts,
but that will not open either.

As a last resort, I uninstalled Outlook 2003 and then reinstalled it.
However, I still the same problem. I checked the event logs and the only
thing that is logged is if I selected yes or no for starting in safe mode -
there are no other errors listed.

Any ideas on how to fix this?

Did you delete your Outlook profile before uninstalling Outlook? If not,
creating a new one should help

Unfortunately, I was unable to open the Control Panel | Mail it would just
hang. I was able to fix the problem, though. I uninstalled Outlook and then
went into regedt32 and deleted the Outlook registry settings under
HKEY_CURRENT_USER/Software/Microsoft/Outlook. I then reinstalled Outlook and
everything is working again.
