Outlook 2003 Vista -- Can't send or receive

I have 2 boxes - 1 XP and 1 Vista. Both set configured with static IP's. Mail
accounts work fine on XP but won't send or rec'v on the Vista machine. Rec'v
error "Outlook unable to connect to POP3 e-mail server". Able to hit
everything else, network, web just fine on Vista box just not email in
Outlook. Have
turned off firewall, virus software with no change in result. Any
suggestions?
The odd thing is Windows mail on Vista works fine but outlook won't using
the same settings.

You will have Windows Mail set as the default.
You can have one or the other for Mail; not both.

Is that the whole error message?

I'm having the same issue...I believe its a compatability issue with Vista. I
had XP before..never a problem. My understanding is Outlook 2007 will only
work with Vista. But I'm sure Microsoft can create a fix..this is BS! Had I
known, I would have upgraded at the time of purchase. But since "Dell" failed
to mention this "slight" problem...you have to spend more money. In my
case...I'm returning the computer! Does anyone have a legitimate fix for this
issue?
