Outlook 2003 trying to send non-existent e-mail

When Outlook is sending/receiving it is attempting to send an e-mail that
does not exist i.e. has not been created and does not reside in the Outbox.
It will send any e-mails that have been correctly issued but continues in
attempting to action the non-existent e-mail. This phantom sending process
will continue until manually cancelled.

Any clues on the cause / solution.

It doesn't have anything to do with new incoming mail. It has to do with
that once a read receipt has been sent out which is still stuck in Outlook.
Use the guide to verify if you indeed don't have a stuck read receipt
message.
