Outlook 2003 Synchronizing Folders

A few days ago my outlook began giving a message on the lower right toolbar
that said Outlook Synchronizing Folders when I try to send an email, then it
would come up with a send error (Error Ox800CCCOf). I am hooked to a DSL
modem. I tried turning off the modem and other times rebooting the computer.
Sometimes it would begin working and then there was no problem until I oped
Outlook again. It works fine on receiving emails (i saw another enquiry on
that had problems receiving emails because of synchonization). What might
cause this and how can I fix it?
 
It is a POP3 Account. Direct with the DSL internet provider, not through
Microsoft Exchange. Thanks for your help.
