outlook 2003 SP2 links to hypertext not working

Rusing XP pro SP2. A failed canon program instal hijacked my mouse (?)
function when I clicked on link in mail item and called up the install
routine each time .I used 'Registry Repair pro' as a tidy up program, now the
'click on link' bring up a box with 'This operation has been cancelled due
to restrictions in effect on this computer.Please contact your system
administrator.' The computer is a stand alone home system. The problem
happens with all Outlook and Thunderbird versions it seems
 
First thing; you said hijacked. Do you have antivirus that is working?
Your firewalls turned on? If you don't - do it. Here is a free
antivirus http://www.avast.com/ it is a good free antivirus for all
resident home users. There is no 30 day demo or buy it to get better
protection. Register once a year and it is free with free updates.
Then do you have Windows Defender?

I call them three Amigos they compliment each other and easy on your
pocket book (free) Scan with Spybot S&D this should clean any nastys
you have. I also recommend CCleaner http://www.ccleaner.com/download/
(warning if you don't want Yahoo toolbar installed pay attention to
your install choices) Once the clean up is done, please explain RBS

re roberts reply, I have Norton internet sec. & AV plus spy sweeper, I
reasonably sure no external source for the problem, my comment re
'highjacking' was misleading probably. Leave the earlier stages of problem
aside, currently when I move cursor over a link and pause the link address
is prefaced with blocked:: then the line content http:// etc.
Any further suggestions out there? thanks

A very common question in the Microsoft public newsgroups goes

When clicking on a hyperlink in an e-mail, I get this Message : "This
operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator." I get this message
every time that I attempt to use the hyperlink. I am the administrator
on this stand alone computer. How do I deactivate this feature so that
I activate hyperlinks ?
This is not an Outlook error. The most common cause is a corrupt
registry key in Internet Explorer 6. The registry key found at

HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command
is either damaged or corrupt.

To fix it, try resetting Web settings in Internet Explorer. If this
does not resolve the issue, you'll need to import the registry key from
another computer.
Ok with that said, playing with Registrys is like playing with matches!
You know the saying... I recommend hiring a computer tech, that is well
experinced in Registry repair.
