outlook links not working

I have a 64-bit Vista computer with 6 MB of RAM, running Office Professional
Edition 2003. When I try to click on a link in an e-mail message in Outlook,
I get a message saying this operation has been canceled due to restrictions
in effect on this computer. What’s up with that?
