can't open hyperlinks in outook 2007

does anyone no why when i try to click on a link in my email in outlook 2007
i'm getting a message popping up
"this operation has been canceled due to restrictions in effect on this
computer.please contact your system administrator"

i am the system administrator and don't remember changing any effects.

any help is appreciated
