Outlook 2003 - SMTP TLS Encryption not working on ports other than 25

I've seen previous posts on this issue but I haven't yet seen a resolution -
Is there any patch/registry hack/whatever to make Outlook 2003 work with TLS
encryption for SMTP on a port other than 25? A previous post indicated that
the behavior was that it is supposed to try SSL and then fall back to TLS.
I have enabled the logging feature and it confirms that Outlook never tries
to fall back to TLS - it just keeps trying to send using SSL over and over.
Any info would be greatly appreciated.

This was reported during the beta testing of SP1 for Office/Outlook 2003.
Unfortunately, it wasn't reported in time to get included in SP1. For now,
you need to do SSL on port 25 or the depreciated secure smtp on port 465.
