Outlook 2003 Signatures

When the user replies to a Plain Text message, even though there
are no special characters in his sig, the greater than sign appears
as a prefix before several lines. There are no other< signs
anywhere in the message (as one can set up for replies/forwards
etc.).

I have recreated his sig, added a leading space before the first
line, added a leading carriage return before the first line, added
a leading space before each line, removed all leading spaces and
carraige returns.

I can get some of them to go away, but not all of them. An example
is below...

_______________________________ Janes Smith
Company
Phone: (444) xxx-xxxx
e-mail: (e-mail address removed)

Anyone experience this?

On Tools>Options>E-mail Options, what are the settings in the "On replies
and forwards" section?
 
On replies and forwards" section shows -
Include original message text (no change from default) and this should not
affect a signature
