outlook 2003 should actually send you a receipt if you want one

if you check the box in the options where you want outlook to send you a
delivery and/or a read receipt of your email - it doesn't - i don't get
anything in my inbox OR in my receipts folder - where the program is told to
send the receipts in the options/prefrences - is there anything else i'm
supposed to do other than just tell it - yes, i want to be told if they got
it and read it...

When I receive messages requesting a read receipt, I simply fail to respond.
If the message deserves a response, I send one.

As far as I know without checking the relevant RFC then Delivery Receipts
should be sent by the mail server but Mail Server Administrator do have the
ability to turn them off, regardless. Read Receipts on the other hand are
wholly at the discretion of the recipient. In any event it isn't an Outlook
issue as such.

sent a mail to myself and a school-group member
no receipts for delivery - which shouldn't require them to even click
anything considering it's jsut letting me know they got it
did however get a email for the first time saying that my other email accn't
read the mail - i didn't have to aknowledge that i read it and i still got
the email that i read it

It is always at the recipient's discretion to send receipts, not the
sender's.

I set Outlook to NEVER send READ receipts, but I don't know of any way that a
user can squash DELIVERY receipts.

I know that sometimes I don't get them either, so it's possible that the
administrator of an email service can squash them at that level?

Yes, because they're generated by the receiving server, not the receiving
client. They're sent when the message gets delivered to the mailbox, not
when the client gets them from the mailbox.

The server manager can do what s/he wishes. Many servers do not honor
delivery receipt requests.
