Outlook 2003 setting auto archive settings

Windows XP, SP3 and Outlook 2003

As I understand it, auto archive settings default to 6
months for the inbox and 3 months for sent folders.

How can I change the default time periods for auto archive?

To set it universally, use the Tools->Options->Other->Auto-Archive.

To set it on a per-folder basis, right click the folder and select
Options->AutoArchive tab.

I've done this and set it to archive everything older than 3
months. Nevertheless, I have many emails in my inbox from
February. Oddly enough, my sent items seems to have "obeyed"
the 3 month setting.

I set the folders to follow the auto archive settings and
I set the auto archive settings to clear out everything
older than 3 months and yet, tons of emails in my inbox from
february and march and on.

Do I have something mis-set?

As Diane said, archiving works on the modified date.

Try this - change your folder view to add the Modified column and then sort
on that column. You can then see which items will be subject to your
autoarchive settings.
