Outlook 2003 Send/Receive Problem

All of a sudden, my Outlook 2003 has stopped sending and receiving messages.
The messages just go into the outbox and stay there. I have an e-mail
account established, but it seems that OL is just ignoring it. I do not
have a send/receive button. Interestingly, when I start Outlook I see a
Send/Receive button for about one second and then it disappears.

Any ideas?

Close Outlook. Find and rename outcmd.dat to .old. (If using Windows 2000
or XP, you will need to enable searching hidden and system folders.)

Once you have done so, reopen Outlook and it should open fine. You will
need to rebuild any custom toolbars or customizations as the file outcmd.dat
controls how the toolbars display. When it becomes corrupted, it will cause
Outlook to hang because it cannot create the toolbars that you expect.

Followed your instructions and the same problem still exists. I also notice
that when I click on Tools/Options/Mail Setup, the Send/Receive button is
dead. I cannot access any options under that button.
