outlook 2003 says sent but never received by recipient

How is this possible? My account says sent and they never receive it. Item
sent had .tif file attached (did get message may be too big to send/receive)
but it says "may". I cc'd myself and never received it. What can I do

May implies may not. As I replied to the other post, if the file is too
large, other servers might not accept the message. Try sending a small
file, see if that works.
