Outlook 2003 Rules

Whenever I right mouse on a message header and use the Create Rule
drop down box, the rule has "On this machine only" selected
automatically. Is there a way to not have this selected
automatically? It a pest to have to deselect all the time.

Are you in an Exchange organisation?

No, I have two PC's on a Lan, each running Outlook 2003, and at
different times (not simultaneously) accessing the pst on the main
machine. The second machine doesn't do any Read Mails, hence never
executes any rules.
