Outlook 2003 rules don't work mobile phone

I am using the Rules to foward emails to my mobile phone. However the emails
never reach my mobile phone. However if I manually send a email to my mobile
phone, I would receive it. Is this an Outlook 2003 limitations? If not, how
do I go about fixing this problem so I can use the Rules to forward email to
my mobile phone? Please advice. Any comments or suggestions are greatly

Exchange 2003 Server

Talk to your Exchange Administrator. By default, Exchange will not send
messages to the Internet that are automatically forwarded by a rule (in
other words, when the rule is processing automatically, as opposed to when
you do a 'Run Rules Now' or manually forward).

settings?
Can you give some instructions on how to configure the settings on Exchange
Server?
