Outlook 2003 "redirect it to people or distribution list" missing

I am trying to redirect messages using a rule, following directions in help.
The choiece to "redirect it to people or distribution list" does not appear
in the Step 1 Select Actions list. Why not?

Thanks for the quick answer. No wonder it didn't work. However, it seems
that the help file could have mentioned this item. Lame. IMHO.

if the help topic had a 'did this help?' option at the bottom, answer no and
tell them why it was helpless. They are very good at updating the content,
but they need to know it's lame before they can fix it.
