Outlook 2003 Receiving error

I can't receive any email on my accounts. The error I get is (0x800CCC0F):
'The connection to the server was interrupted. If this problem continues,
contact your server adminstrator or Internet service provider (ISP).' The
server responded: +OK 86867 octets. It sends fine but can't receive. Please
let me know if you know of a solution

Try lengthening the server timeout value on the Advanced tab of your account
properties pages.

If you have Norton anti-virus, see if

helps. If you don't have Norton, try turning off any email-scanning
software you may have - such software seems to cause this problem often.
 
That still did not fix the problem. It still can not receive. It starts to
receive but then seems to time out.
