Outlook 2003 Receiving but not Sending

I am connected with a LAN for a small office and I am able to receive e-mails
and even reply to ones sent to me, but not send new e-mails. My outgoing
mail server is an SMTP8.

What happens when you try?
 
It gives me the message "The connection to the Micro Exchg Server is
unavailable. Outlook must be online or connected to complete this action".
I am connected b/c I can receive e-mail still and even reply to e-mails, just
not forward or send new. I have tried all of the troubleshooting I could
find.

Since you are connecting to an Exchange server, you'd be best served by
contacting the server administrator.
