outlook 2003 read receipt

On tracking options I've selected "ask me before sending a response".One
specific sender who's always asks for read receipt, after sending the read
receipt box YES/NO nerver comes up.I'm not sure if I had selected once"dont
show this message again", however how can make it work again?

Start Outlook 2003. Select Tools > Options > Preferences tab > Email
Options button > Tracking Options button. Setting is at the bottom of the
dialog.
