Outlook 2003 Public Folder Home Page

I want to set the home page of a public folder but when I click on
properties and 'Home Page', the options and field are not accessible.

I understand this is probably a permission issue but where do I change
those permissions so that I can set the home page?
 
You must have owner permission on the folder, which is something only an owner or administrator can grant.
