Outlook 2003 PST Compact - does not help

I use Outlook 2003 on Win XP. I have a couple of PST stores, one whose
file size on disk is 600MB. I deleted numerous messages and when I do
a "Folder Size" within Outlook it shows the size as 100MB. However,
performing a "Compact Now" within Outlook or running the command line
utility does not bring the size down at all.

Is this a bug ? Is there a way around this issue ?
