Outlook 2003 problems with multiple accounts

I know this issue has been posted before, but there is no definitive
answer on newsgroups or Microsoft knowledge bases, so I'm hoping for
some help.

In Outlook 2003 we are unable to forward an email received by a POP3
account to a member of the Exchange group without manually selecting
the Exchange account. While this seems simple enough, it's a big
training issue with our users since Outlook 2000 did not have this
issue. When attempting to forward an email received by POP3 to an
internal Exchange user, it sends through that accounts SMTP and
therefore bounces since our Exchange is not connected to the Internet
due to security concerns.

Setting up Exchange to handle all incoming and outgoing email is not a
viable option for this situation - we're a financial institution and
all of our internal emails must be kept completely offline. I'm
looking for a registry hack, magic wand, whatever to be able to always
route Exchange contacts through the Exchange server within Outlook.

That would only be possible with some VBA. Check with the developers in
outlook.program_vba or http://www.outlookcode.com
