Whenever I switch to Outlook Today, the Mail bar appears
in the Navigation Pane. (Evidently this is the default)
How do I change this, to, say, the Shortcut Bar? In other
words, I want the Shortcut Bar displayed whenever I
display the Outlook Today window, hopefully without
having to design my own personal Outlook Today folder.

All works fine here. Make sure you have a shortcut to Outlook Today in your
Shortcuts Pane.

If you click on the Outlook Today Icon in Toolbar when you are not in a mail
folder (eg Tasks or Calendar) you will switch back to the Mail Navigation.
You cannot change this behaviour.
