Outlook 2003 - Pages Scroll Incrementally When Scroll Bar Dragged

In practically every other Windows app, when I drag either the
horizontal or vertical scroll bar, the page scrolls by smoothly.
When I drag a scroll bar in Outlook 2003, however, the page jumps to
the point to which I've scrolled only once I release the bar.

This is, of course, rather annyoing.

How to fix?

Ditto for us, I have yet to determine the circumstances when this
happens, sometime scrolls the messages, sometimes does not.

Messages always scroll when useing the scroll wheel.
