OUtlook 2003 Out Of Office Assistant

Is there any way to set up Out Of Office assistant to reply to external Email
addresses? When turned on, out of office reply goes to all internal mail
users, but not to external mail users. You can create a rule and leave your
Outlook open, but this is not a viable solution for me. Any help would be
appreciated. Thank You.

Check with your Exchange administrator -- automatic replies to the internet
are disabled by default in Exchange 5.5 and later.

How do you enable automatic replies to the internet in Exchange2003? I know
that in 5.5 there was a feature to 'enable out of office messages to the
Internet' within the Internet Mail Connecter, but they replaced IMC with
SMTP. Where do I do this in Exchange 2003?
