Outlook 2003 OST file corrupting over and over again

I've got a user that is getting an error message from Outlook that says that
her ost file is corrupt. I've run the ost repair tool on it, rebuild her
profile, repaired outlook, and reinstalled outlook. Does anyone have any
idea why an ost file will continually get corrupted after being repaired?

**UPDATE**

The error does not say that the ost file is corrupt, it says:

The file c:\...\...\.ost is in use and could not be accessed. Close any
application that is using this file, and then try again.

Does this user use different versions of Outlook to open the mailbox,
specifically Outlook 2007 and an earlier version?
