Outlook 2003 opens to the wrong profile

I have two profiles, one for business, and one for home. The business one
uses MS Exchange, but until a few months ago, neither profile was on Exchange
and I still had the same problem. The problem is this:

I have the Mail Setup profile preferences set to "prompt for a profile to be
used." Every now and then, I don't get the prompt, and Outlook starts to
open to the same profile, even if I go back to Mail Setup and try to override
with the "always use this profile" option. A reboot always fixes the problem
for a while.

The problem occurs on both my desktop and laptop. Both computers use XP
pro, SP2. The desktop uses Outlook 2003, SP 1, and the laptop SP 2.

I'm at my wit's end with this problem, and I haven't been able to find it
in any of the knowledge bases. I would truly appreciate some assistance.

It sounds like Outlook isn't shutting down correctly. Are you using any
add-ins or tools that may be acceessing items within Outlook?

I've disabled all add-ins, including the email virus scanner. I make sure
OUTLOOK.EXE is closed after I exit Outlook. There is no evidence that
Outlook is open. I've run Ad-Aware and Registry Mechanic.

But once Outlook has decided that I cannot call up the other profile,
nothing will change its mind unless I reboot. Not even overriding the
"Prompt for a profile to be used" option in Mail Setup.
