Outlook 2003 - Newsgroups - how to setup

I've just installed Outlook 2003 and I need to setup the
Newsgroups.
The Help for this is PITIFUL and HELPLESS! It says to
select the Toolbar Options downarrow. However, IT
[Toolbar Options downarrow] DOES NOT EXIST. I have ONLY
three downarrows (one under NEW; one under SEND/RECEIVE;
one under 'Type a contact to find').
Since I can't find the Toolbar Options arrow to get to
the Add or Remove Buttons to get to Customize to access
the Commands tab to go to the Categories list to click on
News, I'm TOAST.
Does anyone at Microsoft ever check their work?

Choose Options from the Tools drop down menu. It's the word
"Tools" on the toolbar. You can find it between File Edit
View GO and Actions Help.
 
Perhaps you were not aware that Outlook is not a news reader. It only
invokes Outlook Express to handle news reading.

To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.
 
There's currently NO 'Go' drop down menu. That appears to
be the issue at hand. In order to create a 'Go' menu, I
need the Toolbars Options downarrow, which doesn't
exist. That is, if I follow, literally, the MS
directions.
What other ideas do you have?

Go to an OE shortcut » right click on it » click properties » add this [ /outnews ] after the line "C:\Program Files\Outlook Express\msimn.exe" so that it now reads "C:\Program Files\Outlook Express\msimn.exe" /outnews (there is a space before the /) » click apply. Click on the OE icon, it now opens OE newsreader.

Outlook does not need to be open to call the newsreader using this method.
