Outlook 2003 Lack of Reply Ability

When I do a reply to a message it has a message saying that my server has
timd out. My ISP says this is a Micrsoft Program issue and the settings are
all crrect. Help....BTW I can send messages and recieve them with no issues.

do you use antivirus to scan outgoing email?
