Is there a way to make all email addresses in the contact list safe from the
junk filter?

Is there a way to make all email addresses in the Sent Mail folder safe from
the Junk filter?

Is there a way to maintain those lists automatically?

1. Open your Junk email rules and add your contacts to safe senders.
2. Add the recipients to your contacts folder.
3. Contact folder is automatically included in junk mail exclusions even if
you add addresses to it. As for adding the recipients to your contacts
folder, you could probably write some code to do it but right clicking on
the address and selecting add to contacts works for me.

How do I add contacts to safe senders without looking up and typing 250
email addresses?
 
Write a program to do this. Outlook doesn't provide any sort of bulk
loading of this sort of info.

Right click on any email and select Junk Senders. At the Bottom, select
Options. Use the tabs to add folks to your safe senders and recipients.

First time I have seen a junk filter that didn't have a means of referring
to contacts. Lame.
