Outlook 2003 Junk email filter

Is there a method of turning off the junk e-mail filter permanetly.

If I tell outlook not to filter and empty the blocked senders list it still
moves spam to the Junk e-mail folder. I would like to use Norton Anti-spam
as my filter.

Have you checked the other tabs in the Junk settings like the International
settings?
 
They are all unchecked. Does that stop outlook from filtering? I'm a
little confused.

Normally I'd say it would but you mention that you're still experiencing
some filtering. Do you have any Rules Wizard rules that might be moving
things around?
 
I unchecked everything and anything there was to uncheck in the filtering.
It seems to have stopped the filtering.
