Outlook 2003/Gmail/Default Mail Client/Error

Sigh ... I know this, or a related problem has been posted in this
group - I did do a search here, on Microsoft and throughout Google -
but I can't seem to find a definitive fix.
Several months ago, on a different pc, I first received this error:
"Either there is no default mail client or the current mail client
cannot fulfill the messaging request. Please run Microsoft Office
Outlook and set it as the default mail client."
Once it began, it would pop up about every 5 minutes. I assumed at
first it was happening during my automatic send/receive, but then
noticed it would happen even when Outlook was shut down. After I
checked both IE6 and Outlook settings to be sure Outlook was indeed set
as my default mail client (as I want it to be), I used this "fix":

(I've researched several other Micro support articles, none of which
deal specifically with Outlook-2003 and/or don't apply to my config)

This worked for a few months, but then the error came back. I did the
fix again - again worked ok for a couple of months. I have since
switched pc's and while it did not begin immediately, it has started
happening more often than ever - it seems ever since I configured Gmail
POP within my Outlook account. I used the above fix again, it stopped
only for a week or so this time and came back.
Yes, I have another POP account w/my ISP, no I do not have an Exchange
Server account and no, I do not wish to create a separate profile,
thereby having to switch between them. It seems I should be able to
download another POP by creating a rule/folder system without having to
deal with this error. Besides - this error was happening long before I
added the 2nd POP - it just seems to happen more often now with it.
As stated, I have searched this issue to death. I've seen it all over,
but seemingly caused by other software conflicts. There is a known
problem with Act software, which I do not have, as well as conflicts
with other email programs. There is even a hint that this is a Norton
issue - but I could not find a definitive explanation of that either.
And yes, I even belong to Google Groups 'Gmail Help Discussion' board,
but no luck there either.
I did run across one regedit fix for MAPI, but as it was dealing
specifically with a piece of software that I do not have - I was wary
of trying it.
My specs:
XP SP2
Office 2003 SP1
Symantec AntiVirus Corp. Edition
IE6
Updates are current on all.
Within Outlook:
2 POP accounts (ISP account set to default)
1 Hotmail account
Note: While this error continues to pop up, I am still able to
send/receive normally in all three accounts. It just won't go away!

I don't mean to clog up your board - I just wanted to be thorough and
clear.

Hi..

I've had my current PC for over a year now, and i never ONCE received
this that you speak of. Then, just 2 days ago, i downloaded Norton
Internet Security, and within 10 minutes of installing it, i get the
same message that you speak of, every 10 minutes or so. This message
occurs even with my email program being closed- "Outlook Express" -
which IS set as my default mailing program) or any program for that
matter. From this i have to conclude that "NORTON" is the prime & only
suspect in this matter... either directly, or indirectly by changing
some external settings elsewhere in the OS or in another program.

Yeah, I've still found no definitive "reason" why this is happening
with Outlook in particular. I found a suggestion on the Act! site
regarding a Norton conflict, which points to a "fix" on Norton (you'll
see it under Conflicts with AntiVirus Software):

However, I want to do more research on this plug-in for Office before I
just disable it. Norton, after all, isn't describing or even
acknowledging *why* this is happening in the first place.
Furthermore, this "fix" wouldn't seem to apply to you, as you are
running Express, not Outlook. I searched Norton a bit and found a few
entries for the "... no default mail client ..." error. Most of help
entries/"solutions" are moronic - telling us to be sure we've set a
default mail client. All I can say on that is: duh.

Want to hear something really stupid?
This is my own temporary workaround ... ready for this? In Internet
Options go to Programs and change my default mail client to *anything
but* Outlook (Hotmail, OE, etc). Hit apply, close the browser, open
Outlook and do the same - disable it as the default mail client, then
close it. I open them both back up, reset Outlook as default, reboot
and you guessed it ... the error goes away. For a couple of weeks
anyway ... <sigh>.
