Outlook 2003 file attachment feature

I need to send file attachments. Somewhere I felt that on one version (or
another) of outlook I had the ability to attach a file. Using Outlok 2004, I
can only Insert. I Need to have file attachment options. Is there any help?

Insert and attach are the same thing.
