Outlook 2003- Exchange Server rule problem

When i try to save a rule i am beging told the server is off line or out of
storeage, can i change this setting.

Unfortunately, no. You're limited to a scant 32k of rules storage space. I
suggest you delete some of your rules and/or simplify them.
