Outlook 2003 Error (0x80040154)

hi
i am having some problems with outlook 2003 and my hotmail/msn accounts

when ever i click Send/Receive i get errors saying

Task 'MSN: Folder: Inbox Synchronizing headers. 'reported error (0x80040154) :
'Internet Mail is not registed properly. Please re-install and try again.'

i tried reinstalling outlook and detect and repair but it made no differnce

how can i fix this
