Outlook 2003 downloading full message?

Here's the environment for the user:

- Cisco VPN Connection
- Exchange Server 2003
- Mailbox size on the exchange server is 10+ GB
- No PSTs
- Outlook 2003 not in cached mode

Problem: Any message which has a attachment, when they click to view
it, it takes X amount of time to load. Depending on the size of the
attachment. These can be any types of attachments and they all take X
time to load dependent on size.

Subsequently, every time they click back into the same message, it
looks like it is re-reading the whole message from the server and
requires X amount of time to respond (Outlook). The only time it does
not seem to re-read the message from the server is if the user double-
clicks the message to open it. After that, the next time they go back
to the same message, it opens instantly in the preview pane. But, if
Outlook is closed or after some random amount of time, this behavior
of being able to instantly view the message is no longer possible.
Unsure of the random time as I went back to check the same messages an
hour or two later and noticed it was no longer opening instantly.

What I've tried:
- select the inbox and set the send/receive to only download the
headers for messages larger than 50k
- select the inbox to download full message
- uninstalled antivirus
- disabled the smart names tag
- opened outlook in safe mode and problem persists
- cleared the user's restricted zones
- updated nic drivers and cisco vpn client

One possibility that it could be is that ... they had a older version
of Symantec Client Security loaded on this machine and it had the
'Email/Outlook integration'. But, that was uninstalled. I also
reinstalled SCS v10 with the email/outlook integration and then had
that component uninstalled too.

Sounds right to me. Seems to me without Cached Exchange mode, you're
specifically telling Outlook to NOT caches the messages, so Outlook will
redownload the message every time. Dou you really expect any other
behavior?

His machine was caching prior. But someone turned it off after he
complained about the problem. Which I believe he's always had.

The send/receive and 'download complete e-mail' option is pretty much
caching his INBOX. But, the problem still persists.
And, it doesn't look to be normal behavior. Which, he has three
machines at home and this problem appears on two of them.

I've already compared the three machines and the only difference I can
see is the INBOX being downloaded on that one machine that works
(cached mode is off).
That, plus the version of Antivirus installed onto the machine(s).
But, I've already uninstalled the antivirus on the problem
machines ...
