Outlook 2003 Does not shut down completely

I just installed Office 2003 Pro with Outlook 2003.
Every time Outlook is run, an icon appears in the system
tray.

When I CLOSE Outlook, the systray icon remains and
prevents Outlook from Loading correct the next time.

The only way to load Outlook again, is to close the
entire computer and restart it OR use Task Manager to
locate the process and kill it.

Even when Outlook is closed, for some reason that Process
is remaining and is not unloading.

I can find no option to prevent this "feature".

It is becoming very frustrating having to manually close
the process each time to fully close Outlook.

Thoughts??
 
This is not a 2003 "feature" -- it has been a bug in Outlook for many
versions now. I have complained over and over that my Outlook downloaded
several (sometimes up to 5) copies of each message, all because it would not
shut down properly when I exited. Now the 2003 version does shut down, but
not until it goes to look for my POPmail many times (it launches 2 incoming
and 2 outgoing tasks each time).
