Outlook 2003 cannot connect to POP3 / SMTP

On my new Notebook Outlook 2003 is setup for email services of a company
exchange server through the LAN as well as over the Internet and that works
fine.

I have added an account for my private email at a local ISP and as soon as I
press the “Test Account Settings …†button the status for the “Find outgoing
mail server (SMTP)†and “Find incoming mail server (POP3)†tasks is set to
‘cancelled’ with a red cross in front. The ISP account settings are 100%
correct. I have tried to set the “Authenticate with outgoing server†option
‘on’ or ‘of’ but that makes no difference.

The error message when I select Send Receive for the account Inbox:
Task 'chello.nl - Receiving' reported error (0x80040154) : 'Unknown Error
0x80040154'
or
Task 'chello.nl - Receiving' reported error (0x8004210A) : 'The operation
timed out waiting for a response from the receiving (POP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

I tried to send this email with my chello account but the error reported was:
Task 'chello.nl - Sending' reported error (0x8004210B) : 'The operation
timed out waiting for a response from the sending (SMTP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

Off course this worked in Outlook 2003 on my previous notebook that was
replaced this Monday (Oct. 18th). So far nobody (in my company) can tell me
what settings (XP / Outlook / McAfee ?) I need to change to make this work.

So nice to get a new Notebook with the latest updates! Will need to go back
to my IT department as it was installed from a server.
