Outlook 2003 Cache Mode Problem

I am having a problem with several users who are using Outlook 2000 cache
mode. I am one of those. The mailbox will sync up but the deleted items
folder will not sync up. I can delete items out of my mailbox, purge out my
deleted items folder and the exit and go back to outlook and the deleted
items folder on the server will not empty out. I discovered this the other
day when I used OWA and noticed that I had over 800 messages in my deleted
items folder spanning over a week. Another user expereinced the same
problem when she was having problems sending emails. It was bouncing back
as though her mailbox was full. I simply removed the size limit
restrictions on the mailbox and she was able to send. After a few days, we
discovered that she had the same problem I had.

Any suggestions on how to fix this?

go to deleted items folder and press f9 to force a sync. (cached mode
should be keeping this folder in sync automatically)

No luck. It will not purge out the folder on the server. I have recreated
my profile and OFT file and still no luck.

Thats really weird. Check your send/receive group to see if the deleted
item folder is checked for synchronization.
