Outlook 2003 attachments: In Message area or OUTSIDE of Message ar

Outlook/Office 2003 all MS Updates
WinXP Pro SP3 all MS updates

Some Outlook 2003 users have attachments placed at the TOP of the email
message/subject area - outside of it and some Outlook 2003 users have the
attachments displayed IN the Message area.
We like the attachments OUTSIDE of the Message area so how what's the
"checkbox" to put the attachments outside the Message area and not IN the
Message area?
Not a big deal but we can't find the right place.

It depends on the message type:
· HTML and plain text messages' attachments are outside the message body
· RTF messages keep the attachment in the message body
