I use HTML mail and I often CC myself. When I recive thease messeges
there is an attachment appended to the email which contains a .txt
file. From what I have heard some recipients of my email also have an
attachment appended to it (them). I susspect the this is related to
the HTML format. Is their a way I can continu to use HTML formated
mail and not have thease attachments appended to the emails? Or is my
only choice to stop using HTML email (I am aware of the arguments
against using HTML mail). Any suggestions are appreciated.

What is in the text file attachment?

Outside of that, please make sure that you do not have Outlook's encoding
type set to user defined. (e.g. See Tools > Options > Mail Format >
International Options. For US/English it is normally set to Western
European (ISO).)
