Outlook 2003 - Alert to fill in blank subject line before sending

Outlook and Outlook Express used to have a feature that would alert the
sender if they were about to send a message with a blank subject line.
Considering that everyone is setting rules to auto delete blank subject lined
messages, i find it hard to beleive Microsft got rid of this feautre. Does
anyone know how to turn it on?
