Outlook 2003 Accounts Sending

I multiple email accounts coming into my Outlook 2003 but I would like to
always send out from the Default Account which is the Exchange Server. But
if an email comes in on one of the POP accounts it tries to send it out that
account. I realize that is what it is supposed to happen but is there a way
to have it always go out one account?

Nope. Choose the account with the Accounts button prior to sending.
