outlook 2002/word not sending email

I have Outlook 2002 and using Word as my email editor. I have it set to HTML
format. When i reply to an email i get and error saying it cant send, and
the email stays in the outbox.
If i change the format to plain text it will send the email.
Is there something else in the program i need to check or uncheck or do i
have another problem?

another problem I'd say.
Can you send a html email you create (not a reply).
 
Yes it appears at this point that sending an email in html format is no
problem. It seems to be just replying to emails.
