Outlook 2002 SP 2 Send/Receive bug

I have 2 accounts set up for email - one receives only,
the other sends only. In the send account, the incoming
server address is set to DUMMY. In the receive account the
outgoing server address is set to DUMMY. The corresponding
ports are also set to 0 (zero). In Outlook Tools |
Send/Receive Settings | Define Send/Receive Groups | Edit,
I have the correct checkbox for each account unchecked
(e.g. the outbound account only has the send mail items
checked, but not the receive mail items box).

I have send/receive set to run automatically every 5
minutes. But this morning I noticed that Outlook is TRYING
to send on the INCOMING account every 60 seconds. But
there isn't anything to send in the Outbox and even if
there were, it couldn't happen anyway because there is no
outgoing server defined on the receive account. I have no
idea where the 60 second interval is coming from.

This is the message I get every 60 seconds:

Furthermore, I have no idea where the 60 second interval
is coming from, except to guess that since Outlook thinks
it has encountered an error, that 60 seconds is the rety
interval.

This is the message I get every 60 seconds:

Task 'Receive only - Sending' reported error
(0x80070057) : 'Could not complete the operation. One or
more parameter values are not valid.'

Since I don't shut down Outlook very often, I have pages
and pages of these errors until I shut down Outlook and
start all over again.

Again, there is nothing sitting in the Outbox to send. It
appears that Outlook, by default, is ASSUMING that
everyone uses only one email account and that therefore,
it should try to do BOTH a send and receive on the account
that it is getting mail into, EVEN THOUGH THE SEND/RECEIVE
SETTINGS ARE TELLING IT NOT TO DO THIS. Seems to me that
this is a bug in Outlook design.

I know someone will probably ask why I have 2 separate
email accounts set up. This is a hold-over from the past
that was necessary because of the way my ISP handled email
forwarding to someone who had their own domain name.
Since it has been working, I haven't changed it to one
account. But I am also of the opinion that this setup
might provide some protection from a possible infection
that tries to do a mass email.

It could be that someone put on a read or delivery receipt, you could
temporarily enable this account or change the SMTP out to the second account
SMTP out

No, there aren't any read/delivery receipts. I block them
automatically.

It is not difficult to test my config with the
instructions I provided below. Just create two accounts.
Name one Receive. Name the other Send. Disable SMTP in
the Receive account (just type dummy in the space and make
the port number zero). Make sure to setup the
Send/Receive settings. I believe you will find you get
the same results, proving that this is a serious MS bug.
