Outlook 2002 Send/Receive won't work

My MS Outlook 2002 program used to work when I clicked on send/receive. My
send/receive does not work now. When I close outlook the send/receive box
pops up but is all blank so I close it. I went to Tools>Options>Mail Setup
tab & clicked on Send/Receive. When I click on 'Edit' button a box pops up
with a MS Outlook box that says 'The operation failed'. I have removed my
account, recreated it,closed & reopened Outlook. It does not send or receive
with button or manually. I also can not forward a message. This exact same
acct works on my other PC with same login credentials. I even uninstalled and
reinstalled MS Office XP Professional 2002 on this PC but it still doesn't
work. I have the POP3 & SMTP info correct. I have NIS 2006 version 10.0.3.3.

2. Another question: Am I eligible for the MS Office Professional 2007
upgrade and if I am and decided to upgrade it , would it be likely I would
still have the same problem?

I would appreciate any assistance as I am becoming very frustrated trying to
resolve this issue.

Start with a new mail profile and make sure you do NOT have Norton's email
integration installed.
2. Another question: Am I eligible for the MS Office Professional
2007 upgrade and if I am and decided to upgrade it , would it be
likely I would still have the same problem?

How do I find out if I have Norton's Email Integration Installed? I looked
through the NIS options and can't find anything pertaining to this. I
actually never heard of it or saw it when I installed my NIS.

Thank you for the software upgrade link. That is what I needed to know.

YOu might look in the Add-In Manager or COM Add-Ins in Outlook. You could
also simply uninstall the whole of Norton and reinstall with a custom
install, looking for any mention if e-mail scanning, leaving it out if you
see it.

Brian, I guess I am really confused. I have Norton scan all my emails to
catch virus's so why would I discontinue doing that? I looked in Outlook
under 'Add In Mgr'. The only thing under there and it is checked is
'Exchange Ext Properties pages'. I do not have anything under the 'Com
add-Ins' section. Can you tell me why or how this could of happened?? I
would really like to get this fixed but I am not too knowledgable in this
area. I have the feeling if I upgraded to MS Office Professional Suite 2007
I may have the same problem. I had problems when I installed NIS & NSW and
had to call Support. NSW wouldn't work so I only have NIS now. I really
don't want to go through that nightmare again. I like Norton but some
programs are a beast to install properly.

Because it's unnecessary and can cause problems in the client/server
commuinications.

If that's the case, then uninstall Norton and reinstall without the mail
scanning feature.
