Outlook 2002 Popup dialogue

When ever I receive email a popup dialogue appears
saying "A program is trying to access you contacts list
in Outlook. Allow yes No and if yes for how long. There
is a pulldown list which has 1 minute to 10 minutes. What
is this and how do I stop it? Thanks.
