I understand the when an email address is suggested for the "to", "cc" or
"Bcc" line, that information is stored in my .fav file. That file has some
old and invalid email addys that I would like to get remove.

I also understand I cannot edit the *.fav file like a dictionary. I'd
almost rather start from scratch and delete the file, but figure I'd really
foul something up doing so.

Suggestions?

Youre understanding is incorrect. It's store in the NK2 file.

With Outlook closed, delete
%AppData%\Microsoft\Outlook\{yourmailprofile}.NK2 (where {yourmailprofile}
matches your mail profile name). WHen you restart Outlook and begin
resolving addresses again, the Outlook will create a new NK2 file.
