Outlook 2002: Attachments appear in message body, not header

I've moved to a machine, but am still using Outlook 2002 SP3.
On my old machine, when I attached a file to a new message, either
by drag-dropping or by using Insert->File, the new file would appear
in a new header item called "Attachment" under "Subject" - that is,
it would be seperate from the message body.

_Now_ when I try this, the attachment is inserted into the message body
at the point where the cursor is.

Is this a configurable option?
